AFGHANISTAN ISSUE Rajesh Kumar ne Leue is Afghanistan, the graveyard of empires, has never been in peace. The country has always. wh bloodshed and chaos throughout the history. The Afghan war of 1979, and US Global War on Terror aftermath of 9/11 episode has led the country into Stone Age. The US has officially ended war in 20 the presence of 8400 US soidiers in the pretext of training Afghan security forces is a clear messag there is no sign of ending the longest and the mast expensive war of US, Presently war torn country both internal and external challenges. Internally war ravaged Afghanistan is rife with rampant corm ro an is. security issues, nepotism, political instability due to wrangling between US supported Na Government NUG and Jamiat Islami, ethnic diversity and threats from insurgents such as Talih Externally the regional players ostensibly aspiring to bring peace to Afghanistan are actually tryine their own vested interests making Afghanistan a hub of terrorism by waging proxy wars aeai enemies.
Looking at the present confused scenario Peace in this country still seems a far cry. US led government in Afghanistan has miserably failed to bring peace to the country. There is continu wrangling between NUG and Jamiat Islami which make political consensus elusive. The security fa trained by US are not strong enough to control Taliban. Taliban are resurgent again and emerges as m powerful than before. More than 40% area of Afghanistan is still under Taliban control. The ISIS is ak gaining influence in the country. Continuous war has rendered people life very abject and miserate Afghan people are braving various social and economic issues such as rampant corruption, favontisn ethnic diversity, poor law and order situation, and internal conflicts etc. There is sheer violation of huma rights. Previous US president Obama has decided to end the longest war in Afghanistan by withdrawing US forces. The 8400 forces were deployed to train Afghan security forces which, he decided, to withdraw before 2016 which have never happened Donald Trump during his presidential campaign has decided t withdraw all US forces from Afghanistan but after coming into power he took the decision of increasn forces from 8400 to 12000 to train Afghan forces while pressing Pakistan to deny shelter to fighters tro Taliban and Haggani network Various regional 3s well as international players are involved to bring peace to this country and reconstru It to tread on the path of progress and development. Sensing the futility of war China, Pakistan a Afghanistan endeavored to persuade Taiban on talks.
The outcome of their efforts was Murree Talks 2015 but went unsuccessful due to kiling of Mulah Umar. Another group OCG (Quadrilateral Coordinato Group) comprising USA, China, Pakistan and Afghanistan remained active in negotiation process between Afghan Government and Taliban. Five meetings were held in Kabul and Islamabad. This process was also halted due to killing of Akhtar Mansoor, Taliban Chief by us in May 2016. Russia also took part in negotiation process. Trilateral talks of Russia, China and Pakistan in December 2016 and Moscow Peace talks in February 2017 also could not bring concrete results. International conference hosted by Uzbekistan having participation of all stakeholders produced Tashkent Declaration only in papers and went unsuccessful in bringing peace as we have seen many false starts in Doha, Oslo, Moscow, Beijing and Murree.2019 Looking at the present confused scenario, it is obvious that war is never solution to Afghanistan. Dialogue, democracy, defense and development should be conducted to bring peace. Afghan Taliban should be negotiated and included in the power sharing in government as a legitimate political entity, which I believe is the best way of tamping down the engoing violence in the country. US should withdraw her troops and continue to play her role in the reconstruction process of Afghanistan. Financial assistance in social sector Such as education, health, infrastructure etc. should be made to improve quality of life of people. India's role as anti-Pakistan should be limited through international pressure to address the grievances of Pakistan nd she should be encouraged to offer genuine help to Afghan people to improve their lot, All the Sakeholders should keep their vested interests and differences aside and play their constructive and acdvé role in bringing peace and normalcy to war raged Afghanistan because peace in Afghanistan will bring prosperity not only in the region but to the whole world.
